Cosmetic Product Notification Portal (CPNP)

Before placing a cosmetic product on the market, the responsible person must submit the following information electronically to the Commission: The category of the cosmetic product and its name or names enabling its specific identification; the name of the responsible person and the address where the product information folder is easily accessible.

Distributor of Cosmetic Products

‘Distributor‘ means any natural or legal person in the supply chain, other than the manufacturer or the importer, who makes a cosmetic product available on the Community market. ‘Making available on the market’ means any supply of a cosmetic product for distribution, consumption or use on the Community market in the course of a commercial activity, whether in return for payment or free of charge. ‘Placing on the market’ means the first making available of a cosmetic product on the Community market. The distributor shall be the responsible person where he places a cosmetic product on the market under his name or trademark or modifies a product already placed on the market in such a way that compliance with the applicable requirements may be affected.

Cosmetic Product Safety Report (CPSR)

The cosmetic product safety report shall, as a minimum, contain the following:

EU Cosmetic Product Certification

In the European Union, cosmetics are regulated by the European Commission’s Directorate-General for Internal Market, Industry, Entrepreneurship, and SMEs. The regulation requires that all cosmetic products sold within the European Union must comply with the European Union Cosmetics Regulation (EC) No 1223/2009. The regulation applies to all cosmetics, including hair dyes, perfumes, skin creams, and makeup products. Cosmetic products in the European Union must be certified before they can be marketed and sold. The certification process is designed to ensure that the products are safe for human use, and that they meet the required quality standards. The certification process includes the evaluation of the product’s ingredients, labeling, and packaging.



The Cosmetic Product Information File (PIF)

The Cosmetic Product Information File (PIF) is a mandatory document required for all cosmetic products placed on the EU market.
