Fletchers Fair Deal

Thursday 2 December saw OFWAT release details of their Final Determinations of
Water and Sewerage charges for the period 2005-10. These show an average bill
increase of 18%, compared with the 29% requested by the companies. Translated
into financial terms, this will equate to an average increase of £46 in customers bills.
In his presentation, the Director General of Water Services, Phillip Fletcher portrays the
determinations as being a fair deal for customers, for companies and the environment. Below
we examine briefly the determinations from each of these viewpoints and asks the question,
“what are the implications of Fletchers Fair Deal?”
