As a member of the design team for a BSL-3 chemical and biological warfare agent laboratory, ISSi developed a comprehensive risk assessment, including agent analysis, and a system safety plan.

Risk management, which is meant to include the components of risk identification/hazards analysis, risk assessment and risk mitigation, was implemented in several components of the preliminary facility design to include:

  • Environmental – Ecological resources, transportation, waste management, noise, socioeconomic, air quality, geology and soils.
  • Safety – OSHA-related safety issues, structural safety, equipment safety, fire safety
  • Health – Worker health, surrounding population health.
  • Operational – Frequency of use, personnel entry and egress, hazard notification, emergency response, security.

ISSi developed a comprehensive system safety plan (SSP) for the facility that includes process hazards and fire hazards analyses. The hazards analysis identifies mishap potential; provides the basis for mishap risk assessment; and establishes prevention criteria and operational constraints to eliminate or control mishaps. The SSP:

  • Identifies the system safety tasks and responsibilities necessary to support the project from design to operation.
  • Discusses the System Safety Administration.
  • Addresses how system safety engineering is involved with the design process.
  • Contains an overview detailing the system safety milestones.
  • Provides a safety task schedule that includes a complete schedule of the entire system safety program showing detailed system safety tasks.
